The Ministry of Education and Training recognizes Oxford Test of English certificate levels as equivalent to the levels in Vietnam's 6-Level Foreign Language Competency Framework under Decision No. 1429/QĐ-BGDĐT dated 29/05/2026 .

About the Oxford Test of English

Oxford Test of English (OTE) is an English-proficiency assessment system developed by Oxford University Press and certified by the University of Oxford. The exams are entirely computer-based, applying Computer Adaptive Testing (CAT) technology to comprehensively assess all four skills — Speaking · Listening · Reading · Writing. UKTA distributes 02 certificate-awarding exams:

CEFR A1 — B2

Oxford Test of English (OTE)

General content, suitable for students, working professionals, study-abroad and immigration purposes. An OTE for Schools version is available with a school-based context, which suits candidates under 16 better.

Listening & Reading results are available on the day of the exam; Speaking & Writing results are returned after ~5 working days. The certificate is valid for life — however, some organizations such as universities may have their own requirements regarding validity. The fee includes the certificate issuance fee.

What is Computer Adaptive Testing (CAT)?
The tests are taken entirely on computer and apply adaptive technology to comprehensively assess four skills: Speaking, Listening, Reading and Writing. In the Listening and Reading sections, question difficulty adjusts automatically based on the candidate's answers during the test. Thanks to this mechanism, the test measures each individual's actual ability more accurately while keeping questions at an appropriately challenging level — shortening test time and reducing psychological pressure.
